Continuing Education Fund

In June 2002, the Government established the Continuing Education Fund (CEF) to provide subsidies to adults with learning aspirations to pursue continuing education and training, with a view to complementing the development trend of globalisation and meeting the need for Hong Kong's transition to a knowledge-based economy.

  • The CEF currently provides over 4 650 registered courses offered by over 120 course providers. The reimbursable courses under the CEF are classified by Competency Standards-based (SCS-based), Specification of Generic (Foundation) Competencies-based (SGC-based) and all 14 areas of study and training registered under the Qualifications Register. Please visit the website of the Office of the CEF for more information about CEF course via the search engine and the reimbursable course list.
  • The Government encourages course providers to design and offer new courses and apply for registration under the CEF to meet market demand. A new designated e-platform (www.cef.gov.hk) is launched for course providers to submit CEF-related course applications. For the eligibility and application procedures for registering as a CEF course, please refer to the Guidelines for CEF Course Registration on the e-Platform.

CEF reimbursement claims

  • Hong Kong residents, irrespective of education level, employment and financial status, who are aged 18 or above at the time when the CEF course commences, and meet the relevant requirements on the right of abode, are eligible to claim for CEF subsidy upon successful completion of CEF courses.

  • At present, the subsidy ceiling per each eligible applicant is $25,000.  Applicants may visit the website of the Office of the CEF for details on the eligibility and procedures for submission of reimbursement claim applications.
