The Chief Executive announced in the Policy Address in January 2014 that the Government would task the Elderly Commission (EC) to formulate the Elderly Services Programme Plan (ESPP) to strengthen the medium and long-term planning for elderly services. To take forward the task, EC set up the “Working Group on Elderly Services Programme Plan” (Working Group), while the Labour and Welfare Bureau engaged a consultant team from the Department of Social Work and Social Administration of The University of Hong Kong to provide assistance.
The formulation of the ESPP was structured into three stages, namely Scoping, Formulation and Consensus Building. Public engagement exercise was arranged in each stage. After the three stages of discussion and public engagement, the Working Group formulated the ESPP, which was endorsed by the EC on 23 June 2017. The ESPP was submitted to the Government afterwards. The Government has accepted in principle the strategic directions and recommendations in the ESPP, and has commenced the follow-up actions, to make arrangements for the implementation of the recommendations.
